AUDF may contest Karimganj Lok Sabha seat

Guwahati: Yesterday in late evening development the recently formed Assam United Democratic Front(AUDF)led third front coalition had its marathon meeting in the official residence of party president Badruddin Ajmal, to formulate the strategy for the forth coming Parliamentary election.

Meeting was attended by all the partner of coalitions except Samajwadi Party(SP).Though SP was not present either in the first or second round of its meeting, but as per the sources its still very much part of the coalition.

Speaking to TwoCircles.net, AUDF working president Hafiz Rashid Ahmed Choudhury said that, in this round of meeting all the involved political parties submitted their list of constituencies for which they want their candidates to fight.

Final decision will be taken once the joint committee reviews this list. However decision for three seats has been taken as if now on which there is no contest. In this meeting it has been decided that Constituency of Karimganj will go to AUDF, Diphu to Nationalist Congress Party(NCP) and Jorhat to Communist Party of India(CPI)

As of now this coalition has not adopted any name and deliberation on it along with other details is expected to have on 4th of February, in which SP as a coalition partner is also expected to participate. source: http://www.indianmuslims.info

Correspondent KARIMGANJ, Jan 27 – The Education, Research and Development Foundation (ERDF), a trust which is presently running the Central IT College with 3,500 students, the first of its kind in Assam, central public schools at Patherkandi of Karimganj district and a package of academic institutions across the North-east, has planned 10 other CBSE schools to be set up in rural, backward and remote areas of the region.Speaking about this scheme of the foundation at a press meet, its chairman M Haque said the plans include setting up of central public schools in Badarpur, Silchar and Hailakandi.Haque pointed out that the Foundation would give particular preference to very poor meritorious students of Barak Valley in its scheme for BPL students during admission to its colleges established in Guwahati. Apart from this plan, the Foundation has on its agenda an employment generation drive in Barak Valley.Under this school of career guidance the Foundation is going to start on trial basis, short-term job-oriented diploma courses on computer application, communication skills in English, office management, cutting and embroidery, besides sales and marketing.To develop the entrepreneurial scenario of Barak Valley, the Foundation would provide local self-help groups of rural areas with necessary micro finance and entrepreneurial capacity build up.NI Laskar, chief consultant said, ERDF since its inception has been involved in various welfare activities through awareness programmes organised by the students of the institutes under its management.Other areas where the Foundation has involved itself are AIDS awareness, peace and justice, cancer awareness, etc.As a positive step in this direction, the Foundation of its Regional Institute of Science and Technology was laid by the Chief Minister of Meghalaya at Ninth Mile in the district of Ri Bhoi. AGP-BJP meet to finalise seat-sharing

NEW DELHI, Jan 28 – A crucial round of dialogue between Asom Gana Parishad (AGP) and BJP is slated to get under-way later this evening to finalise the seat-sharing arrangement for the forthcoming Lok Sabha polls. A delegation of the AGP led by its president, Chandra Mohan Patowary and comprising, Biren Baishya, Dr Arun Kumar Sarma, Sarbananda Sonowal, Kumar Deepak Das, Phani Bhusan Choudhury and Padma Hazarika arrived in the capital to participate in the discussion scheduled to take place at BJP national president, Rajnath Singh’s house at 9 pm.

The BJP president is expected to be joined by M Venkhaiah Naidu, Sushma Swaraj, State in-charge Harendra Prasad, among others.

AGP sources said that the discussion today is going to focus mainly on finalising the fate of Guwahati seat. Both the parties are locked in a bitter squabble over the prestigious seat. While BJP has staked claim for the seat on basis of its past performance, the regional party has argued that it has maximum number of local MLAs.

The regional party added another twist by conveying that it was open to re-negotiate, if the saffron party rules out Bijoya Chakravorty’s candidature from the seat.

Party insider confirmed that it is going to field candidates in Tezpur, Barpeta, Dibrugarh, Lakhimpur seats, while the fate of Guwahati seat would be finalised later this evening.

BJP, on the other hand, is fielding candidates in Nagaon, Mangaldai, Silchar, Karimganj, Dhubri and Jorhat seats, while it plans to give Kokrajhar and Diphu seats to its allies. source: assam tribune

SILCHAR, Jan 27: The Cachar district Congress, ahead of the forthcoming general election, has virtually waged a war against the State Government in a desperate move to re-glorify its image which is blackened by public fury over non-completion of the main road of the town.

An executive meeting of the district Congress attended by its two-decade old president Karnendu Bhattacharjee, Union Minister Sontosh Mohan Dev, State’s Urban Development Ministers Dinesh Prasad Goala, Parliamentary Secretary Ajit Singh and MLAs Bithika Dev and Kutub Ahmed vehemently criticized the Tarun Gogoi-led Government for its “indifferent attitude” towards Barak Valley, particularly to Silchar.

The tempo of the meeting was so high that a visibly excited Bhattacharjee asked all the party MLAs to table their resignation to the government to voice their protest.
He said that during the Language movement in 1960, where 11 picketers had been shot dead in police firing, Congress MLAs tendered their resignation, and that time has again come to repeat.
However, the closed door meeting, held on Saturday night, kept any such step in abeyance for the time being.

A source in the Congress indicated that a team comprising ministers, MLAs MPs as well as block-level representatives would very soon meet the Chief Minister and handover a charter of demands ranging from allocation of land for proposed BHEL project to security in trouble-torn areas of NC Hills for speedy completion of the BG project.

New Delhi : Gurucharan College Alumni Association NCR, Delhi on January 11, 2009 observed its 3rd Annual General Meet at Bipin Chandra Pal Memorial Trust Bhavan Lawns, New Delhi with Sontosh Mohan Dev, Minister for Heavy Industries and Public Enterprises as the Chief Guest.

“Our new alumni website www.mygccollege.com was formally launched by the minister. The website has been designed to work as a link between all Alumni across the world and the Association,” Subhajit Deb Roy, General Secretary announced in a press statement received here. GCCAA informed that 1 room (with 2 beds) will be reserved for students/Alumni coming from Silchar/Barak-valley to appear in any entrance exam or interview in Delhi. The room will be provided to the applicants for a limited period and the same will be available on prior application to the Association.

Keeping in line with the social objectives of the Association, GCCAA also informed that ‘Binapani Memorial Scholarship Series’ will be initiated for the degree course batch i.e., 1st Year B.Sc./BA/B.Com.- students joining G C College, Silchar in 2009. One student from each stream will be awarded scholarship. The same students will continue to get scholarship till his/her graduation, depending on performance. The amount of scholarship will be minimum Rs.1000/- Per Month to maximum Rs.1500/- Per Month depending on improvement of performance. “We will be shortly placing the modalities to G C College Silchar Management for their concurrence and initiate award accordingly,” the general secretary said.

It is also said that, ‘Dev expressed his desire to donate Rs.25 Lacs. Assam University celebrates foundation day

SILCHAR, Jan 25 – The Assam University celebrated its 15th foundation day on January 21.

Professor Tapodhir Bhattacharjee, Vice Chancellor hoisted the university flag on the occasion, while Professor Bhusan Bhattacharjee, the founder Vice Chancellor, was the chief guest. This was followed by a ‘kabi sanmelan’ and a recitation programme where the Vice Chancellor took part actively.

Addressing the University fraternity, Professor Jayanta Bhushan Bhattacharjee said that the University has reached another milestone today. But improved teaching standards would be a further step towards its development.

In another addressal, Professor Tapodhir Bhattacharjee assured the people to take sure and certain steps for the development of Assam University. He said that the foundation day was a red letter day for him as well as the University. He urged everyone to cooperate with him.

GUWAHATI, Jan 24 – A super speciality hospital is going to be established by Sri Kanchi Sankara Puvothoara Pradesha Sewa Trust as a part of the Kanchi Sankarcharya Organisation in Silchar. A few days back the organization made a professional survey of the town regarding health and found that a super speciality hospital was necessary. In this connection, in its phase I the OPD was inaugurated at DSA Sports Complex Silchar.

The OPD was inaugurated by Union Minister for Heavy Industries and Public Enterprises, SM Dev. In his speech he said that this will be a boon for the NE region. This hospital is the first of its nature in this region.

The health care centre is rendering free medical consultation in general medicine and selected specialist areas to all those needing assistance in Silchar and surrounding areas. More specialities will be added progressively.

High official aghast at deplorable condition of road

SILCHAR, Jan 22: Chief Engineer in the Union Ministry of Surface Road Transport and Highway Kamalesh Kumar who was on his way to Mizoram, had a brief stop over here on public request and was aghast to observe the deplorable condition of Silchar roads. He had a look at the improvement of the roads from Capital Travels point to Holy Cross School, a stretch of 3.5 km, being improved and upgraded by a private contractor engaged by the National Highway Division of India.

The road is being improved at an estimated cost of Rs 5 crore sanctioned by the MOSRTH. The high official was accompanied by Algapur MLA Rahul Roy who had prior information about the itinerary of Kamalesh Kumar. Local people and various socio-cultural bodies which included New Silchar Jana Jagran Mancha, Agragami Club and Nagrik Swartha Sangram Parishad also joined the official and the MLA and showed them the pitiable condition of the road which after metalling was giving away to the pressure of vehicular traffic.

The Chief Engineer was also made to have his own assessment of the poor quality of work and the questionable method of work of the drainage too for which Rs 158 crore was earmarked by the centre. Before the MLA could speak out, the socio-cultural bodies pestered the official with questions on how this kind of low quality work was being allowed to be carried on by the contractor and the agency involved in the construction of drainage cum footpath.

Kamalesh Kumar too agreed and expressed his displeasure at the method and quality of works of both the road and the drainage. He however assured that something has to be done but advised the citizens to wait till the end of this month.

In the meantime, ACKHSA members laid siege of the National Highway Division office near Rangirkhari today and kept the Executive Engineer AK Chanda under gherao, demanding proper action for the improvement of the road and the drainage system along with quality of work. Army busts arms and illegal immigration camp

SILCHAR, Jan 19: The 72 Field Regiment on a specific tip–off apprehended Zubir Hussain Laskar (29) and Moinuddin Barbhuiya (33) from the Katlicherra area of Hailakandi district, recently.

According to the army sources, both Laskar and Barbhuiya were involved in the trade of arms, fake currency notes and making arrangements for illegal immigration.

Laskar belongs to village Sultani while Barbhuiya to village Nandagram part-I, both under Katlicherra police station.

The army recovered false stamps and seals of various government agencies including electoral registration officer, besides that of educational institutions form their possession. They also recovered mobile phones containing names of various underground groups.

Blueprints for making of fake Indian currency notes as well as a diary containing contact numbers of militant outfits were found with them.

Both of them have built up a strong base in the bordering areas of Hailakandi district with Mizoram. Taking advantage of the jungle infested areas, they used to smuggle weapons from Mizoram which they supplied to agents who worked as conduits.

The agents on the other hand used to sell them to underground groups and others on commission basis.

Moinuddin, according to the army, arranged false documents of schools and election office duly authenticated by seals and signatures of the persons and officials concerned in order to help the illegal migrants prove and establish their citizenship.

Cachar Sugar Mill workers decry move

KARIMGANJ, Jan 21 – “The workers of Cachar Sugar Mills Ltd (CSM) should not be deprived of their arrear salaries on the basis of revised pay scales,” said Shambhu Singh Malah, MLA of Ratabari. Malah said, he was very much aware of the financial condition of the workers, adding that he had been in touch with the secretary, Industries regarding this issue.

It may be recalled that the CSM Ltd located in Chargola under Ratabari Police Station is a sick mill and management has decided to close the mill. Under the prevailing circumstances the workers of the mill are also not against closure, but they want their arrear salaries to be paid on the basis of revised pay scales instead of old pay scales.

Ashutosh Sharma, general secretary, Cachar Chinikal Shramik Union said that in the balance sheet of CSM Ltd, there was a provision for Rs 14 crore against salaries for the workers calculated on the basis of revised scales, but inspite of the sympathetic attitude of the industries deptt, the present management of CSM had been trying to deprive the poor workers for unknown reasons.

In a letter to the secretary, Industries, Govt. of Assam general secretary of Chinikal Shramik Union, CSM, alleged that by violating suggestions and instructions given by the former industries secretary-cum-MD AIDC to the MD, CSM in Guwahati in presence of MLA Malah, Ratabari the CSM management was trying to hand over all movable and immovable assets of CSM to the Asset Management Cell of Govt of Assam by deputing new security guards from Guwahati replacing existing security guards of CSM.

Quoting the certificate issued by the certificate officer/Bakijai Officer on 18.7.05, the letter said that the CSM Managing Director’s intention of deploying new security guards as announced by him at the CSM site would violate the order of the Bakijai Officer which clearly stated , “MD, CSM, are hereby prohibited from alienating your immovable property or dispose of any part of your movable property.

Meanwhile ten private security guards arrived at the CSM site from Guwahati on December 31 last, but they could not join duty as the workers staged a sit-in-strike infront of the CSM gate on January 1.

The workers apprehend that once CSM security staff are ousted and outsiders take over the charge of the properties of CSM they would also be thrown out and would be deprived of their arrear dues on the basis of revised pay scales. source: assam tribune

Gautam Roy donates 10 lakh for children park

SILCHAR, Jan 22: State Excise Minister Gautam Roy today handed over Rs 10 lakh in cash to the members of a Children Park here for the construction of a concrete canopy which would be named after his father Late Sontosh Kumar Roy.

Goutam Roy along with Karimganj MP Lalit Mohan Suklabaidya laid the foundation stone for the canopy which would be completed by March 22 this year. In this speech Roy categorically said that he never had nurtured any political ambition from Silchar, though some Congress leaders of the town apprehended that he wanted to establish himself as the next candidate for Lok Sabha from Silchar.

Roy further said that he would visit Delhi very soon to press the demand for renaming Silchar Railway Station as Bhasa Sahid Station. Meanwhile, Dr Rajib Kar, on behalf of the Children Park said that Minister Rotan announced that he would donate Rs 10 lakh for the construction of the canopy on his birthday on November 14. Roy had kept his promise for which Kar gratefully thanked him. Other persons who spoke on the occasion were MP Suklabaidya, educationist Bhakti Madhav Chattopadhya and Secretary of Silchar DSA Babul Hore.

Barak Valley remembers Netaji

SILCHAR, Jan 22: Barak Valley fondly recollected the days Netaji Subhash Chandra Bose spent in the valley on his birthday. Netaji visited this valley twice in 1938 and 1939 as records and reminiscences reveal. Two leading weeklies of the time Surama and Saptak published special supplements to commemorate Netaji’s visits.

His first visit was as the president of Congress and the second as the president of Forward Block. Eminent historian and educationist Dr Suhas Chattopadhyay recollects on Netaji’s visit by train via Kullora in the April of 1938. Arches were put up at several places in his honour and he was cheered all the way. He was felicitated at a public meeting. He stayed at the house of a freedom fighter Rukmini Das of Ukilpatty of the town. He also addressed a meeting organized by Congress which was attended among others by Europeans, mainly tea planters. The meeting began with the then president of Cachar District Students Association Sushil Ranjan Chakraborty.

Impressed by the dynamism of Chakraborty, Netaji left a message for the members of the Association to work for the present, but prepare for the future. In the following year, Netaji came on a sort of campaign to the valley as the president of the Forward Block, recounts Dr Chattopadhyay.

His speech at a public meeting at Gandhi Baag was so inspiring that many people of the valley joined the new party. Among them were Mata Das Roy, Moulvi Golam Sabir Khan, Debendra Purkayastha, Sukhamoy Singh and Hiranmoy Singh. However, the Forward Block had hardly any influence in the provincial politics of Asom out side this valley where some effort was made to propagate the ideology of the party.

News of Netaji’s exploits in Burma-Asom-Arakan front spread in the valley by the end of November 1943 with the arrival of war. But the local officials tried their best to prevent the news from spreading to other parts of the state. The late 94 year old Shaukat Ali Chowdhury of Sonai Road had recollections when alive, and said that the Indian National Army were airdropping pamphlets in Bengali, Urdhu and Hindi in the North Lushai Hills. They also contained pictures of Netaji and some Sikh soldiers in INA uniform and marching towards Delhi. Doordarshan director faces Central ire for TV ‘Modi’fication

Ahmedabad: Tejinder Singh, Director, Ahmedabad Doordarshan Kendra, was almost shunted out for allowing a 'positive' live coverage of the valedictory function of the Vibrant Gujarat Investors' Summit 2009.

Sources said this was because the political bosses in Delhi gave a dressing down to Prasar Bharti officials for the coverage, and it was decided to transfer Singh to Silchar in Assam. However, Singh was prepared with an explanation that forced a rethink on the transfer order. Singh told Newsline on Wednesday that there was no official communication on his intended transfer but colleagues had foretold him of this and it left him uneasily waiting for orders.

Apparently, what saved Singh from the punishment transfer was that he had duly “availed the Director General's permission for live coverage of the event”. Singh said he was no great Modi fan to give any undue coverage, going out of the way. “Whatever coverage was given, was only after availing prior permission from the Director General's office in Delhi. Also, this is a routine meet being covered since 2003," Singh said.

When the Silchar DDK director, S S Dhar, was contacted, he said Prasar Bharti officials had sent him a fax, asking if posting Singh at Silchar was possible. "But later, they rang up advising to ignore the earlier message because the transfer order was being reconsidered," Dhar said.

When contacted, the office of Noreen Naqvi, Director General, Doordarshan, said she was too busy in meetings to comment.

Sources in the local Doordarshan Kendra said what may have irked Delhi was the live coverage of the concluding day of the Vibrant Gujarat meet where Chief Minister Narendra Modi arrived late by about an hour and all the while, the announcer went on praising Modi. Nothing could be done to halt the live telecast because the programme was a sponsored one.

SILCHAR, Jan 20: “Assam University during the past two years has streamlined the academic sector and re–invoked its fundamental commitment towards the intelligentsia of the region and the academic aspirations of the students and researchers in sciences, social sciences, humanities and fine arts”, pointed out vice-chancellor Dr Tapodhir Bhattacharya while talking to media persons on the eve of the 16th Foundation Day of the University in the conference hall of the University at Dargakoona, 18 kms from here.

He shared with the journalists how this University has made rapid strides in building up academic infrastructure for better teaching-learning in order to reach excellence. He revealed that the School of Technology has come up with the opportunity of technical education in the field of information, technology and agricultural engineering.

The department of science has received special assistance programme from the University Grants Commission and is engaged in continuous research in various unexplored sectors of knowledge which he said will be beneficial for the entire scientific community of the country.
He further pointed out that the departments of science, physics and chemistry have been granted facilities for infrastructure of science and technology by the Department of science and technology by the Government of India. The department of bio-technology has also sanctioned bio-informatics centre to the University.

In other departments and integrated courses, the University has opened up vast possibilities of research and knowledge-acquisition. Seminars and conferences at national and international levels are being organized by all the faculties. NAAC assessment recently has brought pride for this centre of education.

Dr Tapodhir Bhattacharya further pointed out that special grants under OBC has been provided by the UGC to create more facilities and opportunities to students.

The University is trying hard to cope up with the professional requisites of students and researchers in terms of MoU and joint programmes with other Universities.
He said all such ideals and approaches are extended to its Diphu Campus.

The vice-chancellor also spoke about the proposed departments during the ninth plan which included earth sciences, electronics, telecommunications, microbiology, library science and school of medical and paramedical sciences.

New centres of studies in the offing are on endangered languages, manuscriptology and folk studies, centre for bio diversity and nature resources conservation and centre for soft matters.

Water supply scheme for isolated Alney area

SILCHAR, Jan 16: Believe it or not, Alney, the outgarden of Dilkhush tea estate in Lakhipur subdivision of Cachar , bordering Manipur, is still isolated and cocooned due to lack of road connectivity. The only way to reach the place inhabited by a population of 200 people of tea tribes, tribals and plains men is by boat or launch from Fulertal which takes around two hours. The geographical and geophysical features make it prone to insurgency strikes.

It was for this reason that Minister of Urban Development Dinesh Prasad Goala visited Alney after a gap of 16 years to inaugurate Alney Grant Piped Water Supply Scheme on Thursday.

Jute Fair attracts crowd

Silchar, Jan 16: The six day long jute fair and sale exhibition which began here on Thursday at Cachar Club premises has been drawing huge crowds for its display of jute products of various kinds ranging from designed ornaments to bags, paintings, canvas, wall portraits and hangings, carpets and other items.

Jute products being popular among cross sections of people and further to promote its popularity, the Ministry of Handloom and Textile of the Government of India has extended financial help to jute manufacturers’ development council of Kolkata to hold the exhibition.
Inaugurating the fair, vice-chancellor of Assam University Dr Tapodhir Bhattacharya lauded the efforts of the council to preserve the century old tradition of jute art and technology as well as its beautiful creations. He wished the council all success to restore the almost vanishing tradition. He was however confident that the fair and exhibition would be a lively affair with the participation of people of this town.

Additional Deputy Commissioner Banhishikha Dutta lamented on the declining interest of people in jute. The Centre and the State, she said, should work together to revive the use of jute in domestic and general items of use. She suggested a permanent sale counter could be opened here which she hoped would evince keen interest of people.

District Sports Association president Badal Dey, who also spoke on the occasion, touched upon the utility of jute products which he said were eco-friendly. Bangladesh regime cracking down on rebels

SILCHAR, Jan 15: The surrender of 40 National Liberation Front of Tripura (NLFT-Biswamohan) on January 12 and 42 National Democratic Front of Bodoland (NDFB) and four ULFA cadres the following day, has raised the relevant question if the new regime of Bangladesh is cracking down on the Northeast extremist groups, taking shelter on that side of the Indian border.

According to S N Tiwari, IG of Cachar-Mizoram Frontier of BSF recently said that the list of 110 camps of Indian insurgent groups was handed over to Dhaka.

The number of camps as he revealed is declining which was 196 in 2003. Indications are that the rebels have begun to feel the heat of the new administration.

In fact, after being elected to power, Prime Minister of Bangladesh Begum Sheikh Hasina made it clear that Northeast extremists’ would not be allowed to use the soil of her country.

This is being watched with caution on this side of the fence. During her tenure as Prime Minister from 1996-2001, though she did try to take action against them, she could not succeed to the expected extent and the various militant groups continued to take shelter.

Considered against the potential threat by fundamentalist bodies, it would be too naive to say that anti-Indian terror and insurgent groups would be totally neutralized. At best, they could be marginalized.

Sketchy reports from across the border indicate that some of the Northeast based militants are moving to Myanmar, Bhutan and even China.

There are also reports that in the event of major operation by the Bangladesh Government, many of them might opt for shifting back to India through porous stretches of the border.

This has again brought the infamous Karimganj border into sharp focus which has put Mizoram-Cachar BSF based at Masimpur on high alert.

The Frontier Force has intensified its vigil on the riverine and unfenced areas in this Cachar-Karimganj sector.

In order to secure the border on this sensitive and vulnerable zone, BSF has taken suitable steps for bolstering up border management, besides coordinating with the second line of police defence.
IG of Law and Order of Asom Bhaskar Jyoti Mahanta came down to oversee the Karimganj border on January 12 and held incisive talks with BSF and police officials to plug the loopholes and maintain maximum vigilance.

The BSF officials admitted during talks that the unfenced Sonatala and Balia areas in the district zone remain critically vulnerable.

One redeeming a feature of the return of Awami League led 14 party alliance is the revival of the spirit of liberation war of 1971.

Bangladesh Mukti Joddha Sangsad and Sectors Commanders’ Forum and former Mukti Bahini rank and file have been active to subdue the influence of fundamentalists. Coming days will show results, pointed out observers.

But the disturbing factor is that ISI’s copy cat Director General Field Forces Intelligence of Bangladesh has been playing second fiddle to the militants from Northeast and even facilitating their tie-up with terrorist groups like Huji.

This intelligence wing has also been giving protection to ULFA leaders like Paresh Barua, Arabinda Rajkhowa, Anup Chetia, NDFB chairman Ranjan Daimary, ATTF leader Ranjit Deb Barma and KLO supremo Jiban Singh.

Serial blasts in Asom, it is now more than clear, were planned on Bangladesh soil.

Peace rally for justice held

SILCHAR, Jan : A mass rally with placards and festoons was brought out on Monday under the aegis of Jadikhe Naiso Hoshom, Dimasa Mothers’ Association, student bodies and other social organizations which paraded through the main thoroughfares of Haflong, demanding justice and human rights protection. Later on a joint memorandum was submitted to the Chief Minister of Asom through the deputy commissioner of NC Hills district.

The memorandum expressed serious concern at the prevailing situation in the Hills district due to the factional feuds and clashes between DHD (Dilip Nunisa) and DHD (Jewel Gorlosa) which often result in killings of the cadres of each other. Even relatives of the factions are becoming victims of gory conflict. Quite shockingly many people including gaon burahs, mauzadars, politicians and people of different communities are also being killed as suspects.
The joint memorandum stresses for declaring bilateral ceasefire with DHD (J) by the government. In spite of army operation, it has been pointed out that people are not safe. Militants are rarely nabbed. Innocent people are picked up, tortured and killed without any reason. Several such cases have been cited by the signatories to the memorandum. During 2008 alone, about 100 people, civilians, security and extremists were killed in the district.

Many have become widows and orphans in this orgy violence. Many have been disabled for life. The continuing violence has seriously affected normal life and created a reign of panic among people who are virtually sandwiched between the strikes of extremists and counter insurgency operations of the security forces. People have lost the right to existence.

Besides the activities of DHD (J) or DHD (Dilip), the district is also caught in the vortex of extremism of NSCN (IM), NSCN (K), HPC, KNA, MC and KNLF who are freely operating in the district, extorting money and resorting to violent actions. The memorandum calls for tough measures in order to control the militant organization. BMS urges upon Centre to review economic policy

SILCHAR, Jan 6: The 13th triennial conference of Bharatiya Mazdoor Sangh, Asom, which concluded here to day in its string of resolutions adopted, expressed its serious concern at the mounting problem of workers in the private and public sectors and demanded review of the economic policy pursued by the central government. A study of Indian economy, it notes, reveals that reforms have led to damage of Indian business, trade and commerce in contrast to the bright prospect under liberalization.

Though liberalization has increased the inflow of foreign capital and funds in the Indian market, the firms of the country have been adversely affected. The changes in patent laws, foreign investment and foreign trade have vastly pushed the Indian industries to a state of uncertainty. BMS is of the considered opinion that economic reforms can not be implemented in a straight jacket method. It insists on evolving indigenous ideas for economic governance and better results.
In another resolution, BMS takes exception to the indifferent attitude of the government- management combine towards tea workers in order to mitigate their suffering and hardship. It has been therefore reiterated that the government-management combine should take immediate measures for the implementation of Plantation Labour Act. All the facilities and amenities as provided under the Act should be extended to the tea tribes. The conference also calls upon the workers to prepare themselves for united struggle to realize their legitimate demands.

The problems of Anganwadi workers and helpers of Northeast region have also been brought in to sharp focus. It has been observed that neither the centre nor the state has taken any proper steps to solve the problems of Anganwadi workers. ERDF to set up school of career guidance

SILCHAR, Jan 13: Education, Research and Development Foundation (ERDF), a trust, which is presently running the Central IT College with 3,500 students, the first of its kind in Asom, Central Public School in Patharkandi of Karimganj district and a package of academic institutions across Northeast, has planned 10 other CBSE schools to be set up in rural, backward and remote areas of the region.

Speaking about this scheme of the Foundation at a press-meet in Borail View Hotel conference hall, its chairman M Hoque, said among the plans are, to establish central public school in Badarpur, Silchar and Hailakandi.

Hoque pointed out that the Foundation would give particular preference to very poor meritorious students of Barak Valley in its scheme for BPL students during admission to its colleges established in Guwahati. Apart from these plans, the Foundation has on its agenda an employment generation drive in Barak Valley.

Under this school of career guidance, the Foundation is going to start on trial basis, short term job oriented diploma courses on computer application, communication skills in English, office management, cutting and embroidery, sales and marketing.

Furthermore, to develop the entrepreneurial scenario of Barak Valley, the Foundation would provide local self–help groups of rural areas with necessary micro finance and entrepreneurial capacity build up.

N I Laskar, chief consultant, said ERDF since its inception has been involved in various welfare activities through awareness programmes organized by the students of the institutes under its management.

Other areas where the Foundation has involved itself are AIDS awareness, peace and justice, cancer awareness etc.

Chief technical advisor Prof S D Phukan revealed that the Foundation has envisaged concrete plans in making Asom and Meghalaya in particular and the entire Northeast in general, an educational hub in the near future.

As a positive step in this direction, the foundation of its Regional Institute of Science and Technology was laid by the Chief Minister of Meghalaya at Ninth Mile in the district of Rio Bhoi. The Bill in this regard was passed by the Meghalaya Assembly.

Job card holders threatened for demanding dues

SILCHAR, Jan 13: The poor, helpless and downtrodden job card holders of Krishnapur Bhairavnagar under Salchapra block of Cachar have, in a written complaint to the deputy commissioner of Cachar, today alleged that they have been engaged for earth cutting works under National Rural Employment Guarantee Scheme (NREGS) by gaon panchayat of the area. In all 40 of them have been doing the work.

But, the husband of AP member of this GP Hifzur Rahman, a high school teacher Abidur Rahman and group members taking advantage of their ignorance and illiteracy deducted the amount ranging from Rs 20 to 25 from their job card dues. Besides, they have to put 10 to 12 signatures on different papers, the contents of which are not known to them.

After obtaining signatures, they have been provided some amount against their actual dues. They have also complained that their job cards and account books have been retained by the identified persons and their associates. On their insistence to return their cards and books and to clear their legitimate amount, they have been threatened with dire consequences.
These unfortunate job card holders, in sheer despair, met the MLA of the area Dr Rumi Nath and sought her intervention. On December 29 last, the MLA accompanied by GP secretary went for on the spot inspection of works in question done by the job holders and expressed her dissatisfaction at the methods adopted by the AP members in order to deprive the poor and needy people. The GP secretary assured before the MLA that the remaining amount of card holders would be paid in a day or two.

But nothing has been done till date in this regard. The card holder at the same time pointed out that group members Abdul Halim Laskar, Intazur Rahman and Arif Uddin Barbhuiya have not only deprived them of their allotted works but also used their goons and goondas to silence their voice. The petition signed by 43 card holders have demanded the deputy commissioner for a thorough investigation into the matter and restore their job cards, account books and due money. source: sentinel assam

Centre’s economic policy spelling doom on country

SILCHAR, Jan 5: “The economic policy followed by the country since the time of Narsimha Rao, the then Prime Minister, has its disastrous consequences, affecting both agriculture and industry.

Many challenges have been thrown open which are only complicating the economic scenario”, was the observation of all India secretary of Bharatiya Mazdoor Sangh Baijnath Rai while addressing the 13th Asom Pradesh Conference of the union here today which was attended by more than 300 delegates from across the state.

He castigated the successive governments at Delhi for coping the European countries, America and China in respect of liberalization, privatization and globalization which have only resulted in adversely affecting industrial production, leading to retrenchment of workers in huge numbers and blocking employment generation. He did admit that service and IT sectors calling for skilled jobs have been exceptions.

The economic stagnation as the country faces today has created a situation, as Rai pointed out, where the very security of the country has been put at stake.

He stressed on the fact that for all round development, a new policy different from the western countries was the need of the hour. The best option for India is not to go for import or export but to explore its own internal markets for production and consumption, he added to say. Ignoring its own potential and expanding markets have caused inflationary trends and the phenomenon of share markets, equity and mutual fund.

All this arrangement and system with massive investments have failed, Rai maintained. Worst affected by it are the middle and lower classes of people. Of the 246 public sectors, 120 are closed due to losses. 3.22 lakh mills and factories have also been shut down. The slump in agriculture has been driving rural masses to urban areas, leading to social conflict as witnessed in Mumbai. The poison of regionalism and chauvinism has struck at the fabric of solidarity.

According to him, global terrorism is the offshoot of international economic recession and depression. Even the communist China has felt the heat, weakening its economic structure. Instead of copying other nations, India should follow its own economic policy based on its own concept and strong sense of nationalism and patriotism.

Vice-president of BMS Sudhakar Kulkarni in his address came down heavily on the centre for its anti-labour policy. The workers and employees in public and private sectors are denied basic facilities. This is an all India phenomenon. Referring to Northeast in particular. He also said that lack of industrialization has failed to boost up economy of the region.

The only paper mill in Barak Valley is in dire strait due to politician, management and contractor’s unholy nexus. General secretary of the Union Nirmal Kanti Das also addressed the conference. Triennial conference to begin from January 5

SILCHAR, Jan 4: The 13th All Assam Conference of Bharatiya Mazdoor Sangh is slated to begin from January 5 here under the aegis of Cachar district unit.

The two day conference would deliberate over the important issues related to workers and employees of various public and private sector organizations as well as tea gardens.
President of BMS Cachar Sabyasachi Bhattacharjee said that around 300 delegates from different parts of the state would participate in the conference.

All India secretary of the Sangh Baijnath Rai would take part in the conference as the chief guest. The inaugural session will begin at 9.30 am on Tuesday while the open session is fixed at 2.30 pm the next day.

Merit test of Science Forum conducted

SILCHAR, Jan 4: The 10th merit test for the students of different schools of Cachar district was conducted by Science Forum today in the premises of Government Girls Higher Secondary School here, member of the Forum Champak Saha said.

In all, 1,303 students from 105 schools sat for the merit test. There were 17 examination centres spread over eight academic circles of the district. ABVP stir against Bangladeshi infiltrators

BADARPUR, Jan 1 – The Akhil Bharatiya Vidyarthi Parishad (ABVP) has strongly demanded the Central government to immediately declare Bangladesh and Pakistan as enemy State.

The ABVP said that these two countries are betrayers and non-peace lovers. This was demanded by the ABVP leaders recently at Kisanganj Bihar, recently as a part of their movement against Bangladeshi infiltration.

BHRPC takes umbrage at ‘passport bribe’

SILCHAR, Jan 1: Barak Human Rights Protection Committee (BHRPC) has taken serious exception on the bribe demanded by passport in-charge officer, Abdur Rahman Laskar of SP office Cachar while dealing with the applications of Faruk Ahmed Barlaskar, Makhmadur Rahman Laskar and Ikbal Hussain Laskar.

In a written complaint to SP of Cachar Violet Barua, a copy of which was given to The Sentinel on December 30 last, Secretary N A Mazumdar, Secretary General of BHRPC, said that the trio applied for passport verification report under tatkal system.

According to the submission, the said passport in-charge officer asked for the greasing of his palms for processing the applications. But, Faruk and others refused to oblige him. In fact, the SP (DSB) of Cachar directed the officer in charge of Lakhipur police station to carry out the necessary verification and submit the same to the department concerned. With due process, the verification reports of Faruk Makhmadur and Ikbal were submitted to the SP office.

Further, the written complaint stated that the passport-in-charge officer Abdur Rahman Laskar demanded Rs 300 only as fees from Faruk which he paid. After that Faruk and the other two applicants have been regularly meeting the officer who have been giving one excuse or the other everyday for not completing the verification process. On their subsequent meetings, the officer demanded another amount of Rs 6000 for the three verification reports.

The secretary general of BHRPC said the statement of the applicants recorded by them reveals that Abdur Rahman Laskar received an amount as gratification and demanded another amount from the three applicants. This, according to the Committee, constitutes an offence under Section 7 of the Prevention of Corruption Act, 1988. Myanmar Mission behind evangelization of Hindu Rongmeis

SILCHAR, Jan 7: Christian missionaries as part of their proselytization drive, according to information, have again targeted the Hindu Rongmei Naga inhabitants of Ujjan Tarapur, near Banskandi under Lakhipur police station in the district of Cachar, 15 km from here.

As their sustained campaign to convert the entire village of 50 families, the missionaries led by their pastor attacked the temple of Goddess Kali and set her idol on fire, besides causing extensive damage to the temple. The incident took place on the night of January 4.

In the meantime, Zeliangrong Haraka Association based at Halflong has taken serious exception to the decision of the Myanmar Mission of the Council of Nagaland Baptist Churches to evangelise the Nagas.

The Council in its meeting held at Paren in Nagaland adopted a resolution to conduct evangelization programme. The resolution calls upon the Baptist Churches to take positive step in this regard. The Council has also decided to conduct evangelization programme "code named 10/40 window."

This indicates that several missionaries are active in the Barak Valley zone of the state and are targeting the Rongmei inhabited areas.

The villagers of Ujjan Tarapur who include Gaifui, Pinsingpoi and Chinkundi Rongmei have complained earlier that "this proselytisation drive is not new."

The missionaries have been frequenting their areas and forcing them to embrace Christianity.

The process, as stated by them, started in 1996 when Bibles were distributed among the members of the families.

Following year, their visit was with the specific purpose of knowing how far they have been able to understand the essence of the holy book.

In the process, they could convert one family. Realizing that the villagers were hard nut to crack, they threatened them with dire consequences if they did not accept Jesus as their Lord, NSCN (IM) would teach them a lesson. That was when the missionaries visited the village in 1998 from Tamenlong.

Panicked villagers took up the matter with the then deputy commissioner of Cachar, Pawan Kumar Borthakur and the SP, Jeevan Singh.

They alleged before the DC and the SP that the missionaries not only deplored their Gods and Goddesses but also advised them not to offer prayers at their apoo ragwang (Shiva) and paimadiliu (Kali) temples.

Zeliangrong Haraka Association, an organization of Naga tribes-Zeme, Rongmei and Lyangmei-has advised the Zeliangrongs to preserve their tradition and heritage and cautioned the evangelists against conversion for such a process, it added, would only create tension and conflict. source: sentinel assam

No poll pact with Cong: Ajmal

GUWAHATI, Jan 7– Assam United Democratic Front (AUDF) today made it clear that it had no plan to forge any electoral alliance with the ruling Congress, let alone its merging with the ruling party. The party has also decided to field its candidates in the nine Lok Sabha constituencies of Dhubri, Barpeta, Guwahati, Mangaldoi, Kaliabor, Nagaon, Tezpur, Silchar and Karimganj in the ensuing elections to the Lower House of the country’s Parliament.

Addressing a press conference here, AUDF president and leader of its Legislature Party Badruddin Ajmal alleged that the Congress was making a false propaganda campaign suggesting the likelihood of an electoral tie up with his party only to confuse the common people and thus to derive political benefits.

On the other hand, some Congress Ministers belonging to the minority community are panicked at the prospect of such a tie up and they are now making feverish pleas that the AUDF should merge with the Congress. In fact, they are indicating their willingness to join the AUDF. They are most welcome and doors of the AUDF are always open for them, Ajmal said.

He clarified that none of the AUDF leader had met Congress leader Ahmad Patel on the issue, nor the Samajwadi Party (SP) leader Amar Singh has made any such overture to facilitate an electoral tie-up between the AUDF and the Congress.

He informed the media persons that the AUDF had been holding discussions with the State units of the CPI, CPI-M and the NCP for the purpose of fighting the Lok Sabha polls unitedly. The next round of discussion with these parties is scheduled at 9pm of January 11.

Though the AUDF is for fielding its own candidates in the above nine Lok Sabha constituencies and going for adjustment for the rest five constituencies of the State’s 14 Lok Sabha constituencies, there may be some changes in this stance of the party. The party is not rigid in its stand, Ajmal said.

For, the party is ready to go for seat adjustment with the like-minded parties wherever they have the winning prospects, he said.

He also informed that he was willing to contest from Dhubri and Silchar Lok Sabha constituencies. But the party is yet to take any decision on it. For the Tezpur constituency, the party is fielding Lakshmi Orang, the girl who was disrobed during the November 2007 Beltola clash between the local residents and the agitating Adivasi youths on the issue of vandalism.

Though the party is close to the Samajwadi Party (SP), it is yet to become a member of the third front. Besides, the SP so far does not have its state committee in Assam, Ajmal said.

CPI for alliance with AUDF

SILCHAR, Jan 10: The Asom State Council of the Communist Party has approved the process of dialogue with CPM, CPI (ML), RSP, AUDF and NCP in order to form a viable alternative to Congress and AGP-BJP to combine in the state.

President of the Cachar District Committee of CPI Rafique Ahmed said that his party is of the opinion that the alternative alliance should have a common minimum programme to project the issues before the electorate.

The constituents of the proposed third alliance would contest all the 14 Lok Sabha seats, he pointed out. The Asom State Council of the party, he further said, has directed the local units of the party to intensify mass agitation against the anti–people policies and activities of the Government of Asom and India.

He revealed that the state council has adopted a resolution urging upon the government to pass a bill to include Koch-Rajbongshi, Tai Ahom, Moran, Mattak, Chutia and tea communities in the list of ST (P) in the state. source: sentinel assam

Cachar disaster management appreciated

SILCHAR, Jan 10: The disaster management on the American pattern under Incident Command System covering all the relevant aspects of training courses have been successfully concluded in Cachar.

Experts on the management who came from different parts of the country critically observed and examined the preparedness and other necessary agility and subtleties displayed by the Cachar Disaster Management Core Body. In fact, Cachar Disaster Management Group came in for high praise by the experts for their skill, meticulous planning and fool–proof execution. It was the opinion among them on how best the Cachar model and the gained expertise and experience could be adopted and implemented in other parts of the country. The appraisal and evaluation report would be sent to the central government for consideration.

The experts who formed the review and evaluation team included the former chief secretary of Andhra Pradesh former Secretary of the Government of India Sati Nayar, secretary of Andhra Pradesh Bhaskar Barua, Dr Abiz Ahmed, Dr K R Sastri, Arun Sande, BB Gaonayak, Major General B K Dutta, Chirjiv Chowdhury, Chandra Shekhar Rout, Dr Indrajit Paul, Binod Kumar Piparsan, Rupak Mazumdar, Deb Misra, Pabitra Khound, Pratul Kalita and Asim Bhattacharya.
Besides, the deputy commissioners of Hailakandi and Karimganj were also present as observers. It is to be recalled that the Incident Command System group was formed with 35 officers of different departments under the leadership of ADC of Cachar Dinbandhu Deka. This group has already completed the training courses in all the seven segments of the district.

Ajmal all set to contest from Silchar

SILCHAR, Jan 9: "Notwithstanding the report in a Bengali Daily published from here, Badaruddin Azmal, AUDF supremo, is all set to contest from Silchar Lok Sabha seat", pointed out president of the Cachar district committee Anup Chowdhury while talking to the media-persons at Silchar Press Club today.

He dubbed a news item in the said daily quoting that an MLA of Cachar was pressuring him not to contest from here. Rather the opinion and consensus among party leaders and workers across seven assembly constituencies of the district as well as in the state committee was to field the party supremo from Silchar.

Chowdhury said that people of Barak Valley want changes and they would be happy to see Azmal contest and win, considering the mess in which the ruling Congress and its leader Union Minister of Heavy Industries and Public Enterprises Sontosh Mohan Dev is in the present incumbent from Silchar seat, have put the valley in.

Elaborating, he added to say that the socioeconomic conditions of people have gone from bad to worse. Development funds meant for welfare and well being of the masses are misappropriated and mis–utilized.

The Cachar district AUDF president reminded that the Central Committee of the party has decided to contest nine LS seats in Asom. Badaruddin Azmal would contest from Dhubri and Silchar. He said, "it has created scare in Congress circles for the candidature of AUDF supremo is acceptable to all sections of people, cutting across castes and creeds". He claimed that his image is clean and he is most favoured to be the candidate from here.

He described the propaganda by some vested interests that in the event of Azmal contesting from Silchar, it would facilitate the victory of BJP. There was no basis behind such apprehension.
He pointed out that the only AUDF MLA of the district Ataur Rahman Mazarbhuiya also favoured his candidature.

General secretary of the party Altaf Hussain Mazumdar said that Congress was their main enemy while BJP was their second opposition. He was confident that AUDF could easily beat both Congress and BJP on their own turfs. "The trends of the last five elections on this seat indicated the possibility of third candidate wining in the fray", he maintained.

It was easier this time to put Sontosh Mohan Dev in the dock as during his 28 years of reign as Union Minister and MP, not even a 5 km of road in Silchar could be improved. His is a tale of dismal failure on all fronts.

In order to strengthen the campaign and prospect of the party candidate, Mazumdar said NCP, SP, CPI and CPM would back their candidates.

He however spared BJP and its candidate Kabindra Purkayastha from his criticism. Political analysts are of the view that if AUDF supremo ultimately contests from Silchar, it is definite to change the political equation and tilt the balance for the third potential candidate. Irate public attack GC College over appointment anomalies

SILCHAR, Jan 7 – The local people near GC College recently ransacked the college premises and attacked the principal for alleged irregularities in the recruitment process. The people demanded that the list which had earlier been finalised for the post of LD assistant be revoked immediately.

As per information received, a panel of three candidates was sent to the DPI for regularisation. Interestingly, the DPI had sanctioned two LD assistant posts on January 10, 2007. But no one was aware that the DPI had sanctioned two non-teaching posts. Suddenly, the authority concerned arranged an interview in September 2008, but the non-teaching association of the College managed to cancel the same.

Sources said that a panel was made for sanctioned post of non- staff in the year 2006. On that panel, Maniruddin Laskar, Rupam Nandi Purkayatha and Dipankar Chakborty were the top three respectively as they were serving. But the college authority prepared a list of three candidates – Maniruddin Laskar, Gouri Deb and Mahua Das.

It is learnt that Maniruddin Laskar, who served the college for 13 years, is over-aged now. His name will be cancelled by the DPI due his over age and not eligible for the post. Consequently, the two names will remain in the list fixed by the college authority, depriving others.

The situation has raised many questions. The integrity of the college principal, Partha Sarathi Chanda, has come under a cloud.

Regarding this incident, Chanda said he was just following the order of college governing body. The local people, however, demand that the persons on the 2006 list be awarded appointment. source: assam tribune

Journalist Amit Nag remembered

SILCHAR, Jan 7 – Eminent journalist of Assam and well known ambassador of Barak Valley, Amit Nag was remembered at Silchar Press Club on his 76th birthday.

In this connection a programme named ‘Amit Nag Memorial Award-2008’ was organised at the club premises.

In his presidential address, Atin Das, poet and eminent journalist of Barak Valley said that Amit Nag’s contributions to the journalism of Barak Valley is really remarkable. He took journalism as a mission, not as a profession. Nag’s news was factual, not fabricated. Today’s journalists are not accustomed to such drive. Amit Nag was a honest and courageous journalist.

The Amit Nag Memorial Award was given to Airiddhi Bhattacharjee, who secured first class first position from the Department of Mass Communication, Assam University, Silchar. A citation along with a cash prize of Rs 1,500 was presented to Airiddhi by Purabi Nag, wife of Amit Nag in the presence son Apritam Nag. Political parties flexing muscles for coming Lok Sabha polls

SILCHAR, Jan 4: Ayaram Gayaram political syndrome is not a new phenomenon in the Indian political scenario. This generally surfaces on the eve of elections.

Though LS polls are still far away, its ramblings can well be perceived. Political parties and their leaders are girding up their loins to beat and outwit their rivals with all imaginable game- plans.
To begin with, as a strategy, it is to influence the supporters of one another’s camps and lure them to the other side of the fence by hook or by crook.

The most vulnerable among them are from the rural areas. Congress, the oldest organization, is seasoned in upsetting the apple card of its opponents, most particularly its diehard rival, BJP.
During the last four days, there has been a sort of upmanship between the two political parties.
When 500 BJP workers from the three blocks of Palangghat, Borojalenga and Narsingpur under Dholai constituency joined Congress on last Thursday in the party office here, there was jubilation in Congress Bhavan.

Congress district president Karanendu Bhattacharya described the event as a great victory for them and the culmination of the hard and sustained campaign of leaders and workers to strengthen the party from the grass root level.

There was more of drama when in the midst of the welcoming process to admit the BJP deserters, the ebullient and maverick Minister of Excise and Border Area Development Gautom Roy made a surprise visit to Congress Bhawan and using his own characteristic rhetoric, eulogized the party leaders and activists at the middle and lower rungs to woo the cadres of the other party.

This, he said, was an indication of how Congress was gaining from strength to strength. It was also the manifestation of unity in the party.

If the Congress could indulge in brickmanship, how could BJP remain silent. The saffron party reacted by drawing in its fold, 68 Congress workers of Palangghat and Rukini gaon panchayats under Dholai constituency which was first targeted by the INC.

These Congress supporters joined BJP in the presence of Dholai MLA Parimal Shuklabaidya in the party office of Dholai. While admitting themselves in BJP, the newcomers cited several grounds for deserting their parent body.

In their own confession, they cited how they were disillusioned and disenchanted by the misrule and corruptions of Congress.

A buoyed Shuklabaidya welcoming them, said they would be given the opportunity to work for strengthening the secular and nationalist forces.

He hit back at Congress, accusing it of letting terror grow and its failure to provide security to common people.

This development has not come as surprise since both the rival parties have the tradition to go for such gimmickry before elections and this also provides them the best opportunity to fire salvo at each other to heat up the political firmament. source: sentinel assam

ABYSA irked over low quality works of roads

SILCHAR, Jan 4: All Barak Youth Students’ Association (ABYSA) has expressed its deep concern at the method of work for the improvement of roads across the district of Cachar as well as the utilization of funds against them. It has also questioned the quality of work.

All this exposes the involvement of a vested circle of politicians, bureaucrats and contractors for whom self-aggrandizement is more important than public cause.

A delegation of ABYSA led by its chief convenor Baharul Islam Barbhuiya met the executive engineer of PWD Moloy Deb in his office on Saturday and wanted to know why the improvement work was going on in a haphazard manner without adhering to specifications laid down.
The delegation also asked him on what ground the roads from Sialtek to Baburbazar and Belakona to Dudhpur, even after laying down its foundation three years ago, could not be started. He pressed for placement of the Detail Project Report (DPR) before the public so that the reality about the road works could be known.

He also drew the attention of the executive engineer to mounting public criticism in rural areas about the low quality of works. Some of the rural citizens who have dared to complain have been implicated in cooked up charges and demanded withdrawal of cases against them.

The Association identified a contractor by name Nibha Deb who has been working on the road in a wayward manner, caring little for the officials of the department. It is really a sad commentary on the state of affairs in respect of implementation of projects and utilization of funds for the improvement of rural roads.

SILCHAR, Jan 6: Silchar police has arrested one PCO owner for his alleged involvement in a case of threatening to a police officer through SMS. The owner of the PCO Zenith Gautam Sharma had allegedly threatened the OC of Silchar Sadar Thana Ashok Saha on December 15.

The mobile message sent to Saha read that Silchar town would be blown up within next three days. The sender identified himself as ‘Don Balaram’. The sender’s number led the police zeroing on to the PCO. Sharma was picked up by police yesterday night. He was dealing in Aircel mobile connection. The number from where the SMS came belonged to one Pinky Biswas from Kashipur area. Saha today said Pinky Biswas was a fictitious name and all the documents submitted along with the application form were duplicate. Sharma had reportedly claimed that he was innocent and he was not aware of any such SMS. Sharma had been produced to court today and later on sent back to police custody. A source said, the business of duplicate SIM card was going on in full swing in Barak Valley. Sharma had reportedly admitted that he was ruining another agency of Aircel in the fictitious name of Debodeep Dutta.

Minister reviews functioning of TE hospitals in Cachar

Karimganj, Jan 2 – State Health Minister Dr Himanta Biswa Sarma reviewed the progress of work for functioning of hospitals in tea gardens under the public-private participation (PPP) model at a meeting with representatives of garden managements.

He said ten gardens have been selected in Cachar under the PPP model where functioning is yet to start. He laid stress on early functioning of these hospitals and added that to begin without patient department may be started till completion of various civil works, including labour room etc. Each garden hospital would get Rs 15 lakh per annum, he added.

Urban Development Minister Dr DP Goala, parliamentary secretary Ajit Singh, mission director NRHM, Dr JB Ekka, DC Cachar Gautam Ganguly attended the meeting. The TEs were represented by the chairman of the Tea Association of India, Surma Valley branch and Cachar Cha Shramik Union.

The Health Minister also visited Silchar Medical College and Hospital for an on-the-spot study of the progress of ongoing construction work. He also held a meeting with the principal and other staff of the college.

CrPC 144 promulgated: The DC of Cachar has promulgated CrPC under Section 144 along 10 kms of Cachar’s border with Meghalaya prohibiting the import, transportation and sale of poultry and other birds in view of the occurrence of bird flu in some parts of the State.

The prohibitory order has been clamped to preempt the loss of human and avian lives and shall remain in force until further direction. source: assam tribune

Cachar paper mill in crisis

SILCHAR, Jan 1: After being in good shape, Cachar Paper Mill at Panchgram which is situated at a distance of 30 kms from here, is again in trouble mainly due to gross mismanagement and scarcity of raw materials. According to the Joint Trade Union Action Committee, the crisis in the mill has been caused by no other factor than the overlooking of the basic management and resultant cropping up of related problems. The Committee has squarely blamed Chief Executive Mohan Jha who led the management officials.

The crisis instead of being tackled intelligently and deftly is being allowed to aggravate, adversely affecting production and intermittent closure of the mill. The Committee headed by Lalit Raj and Manvendra Chakraborty which has been agitating since Monday against the shut down has been vociferous in demanding the removal of Jha and other management officials.

In order to hammer their demands and to highlight the present crisis of the mill, the Action Committee has drawn up phase-wise agitation programme which include hunger strike, demonstration and sit-in-protest. Lalit Raj briefed the media persons about the latest position and cautioned if remedial measures were not taken immediately, it would turn for the worse, leading to complete shut down of the mill.

The Action Committee saw behind this mismanagement, a subtle move for privatization of the mill. It is to be recalled that during the NDA regime, preparations were afoot for disinvestment of the Cachar project which however failed to materialize due to protests from employees and their Unions. Lalit Raj said behind this privatization move was the direct complicity of the Chief Executive Officer. He warned that such a step would never be allowed to succeed.
The Union leader pointed out that for the last one year the production has been badly affected, causing heavy financial loss. According to a rough calculation, there has been an accumulated loss of Rs 50 crore. Quite puzzling, as he said, is the silence of the central minister, Sontosh Mohan Dev, state ministers, Dinesh Prasad Goala and Gautom Roy.

Besides blaming the management, the Action Committee has also expressed its displeasure at fund utilization for modernization of the mill. Not long ago, Rs 250 crore was provided by the centre for this purpose. The scarcity of bamboo as has been projected by the management for the present stalemate is a lame excuse, Lalit Raj stated. He failed to appreciate the scarcity factor as abundant bamboos are available in Barak Valley, North Cachar Hills and Tripura.

He rued at the fact that the Action Committee has time and again drawn the attention of the Prime Minister, the Minister of Heavy Industries and Public Enterprises as well as the State Government to the problems of the mill, but no positive action has been initiated.
